Christophe Mirmand Appointed New Minister of State of Monaco
By Sovereign Ordinance No. 11.290, Mr. Christophe Mirmand has officially been appointed as the new Minister of State of the Principality of Monaco. A seasoned public servant with a distinguished career in French territorial administration, Mr. Mirmand steps into the role following the interim leadership of Mrs. Isabelle Berro-Amadeï, who has served since January 10, 2025.
At 63 years old, Mr. Mirmand brings decades of experience in public governance, law, and administration. His academic background is equally impressive: a graduate of the prestigious Paris Institute of Political Studies (Sciences Po), he holds advanced degrees in financial management, international and European law, and history. He is also an alumnus of the École Nationale d’Administration (ENA), class of Michel de Montaigne (1988).
In announcing the appointment, H.S.H. Prince Albert II praised Mr. Mirmand’s deep understanding of administrative and territorial structures. The Prince also highlighted Mirmand’s previous leadership roles as Prefect of the Alpes-Maritimes and the Provence-Alpes-Côte d’Azur region—key appointments that demonstrate his capacity to navigate complex governance environments.
Mr. Mirmand’s public service career began in 1988 as Deputy Prefect and Chief of Staff to the Prefect of the Basse-Normandie region. Two years later, he was appointed Chief of Staff to the Prefect of Guadeloupe, Jean-Paul Proust—who would go on to become Monaco’s own Minister of State from 2005 to 2010.
Throughout the years, Mr. Mirmand held a succession of senior roles across various French regions:
-
Secretary General of the Var and Haute-Garonne prefectures
-
Director General of Services for the Hauts-de-Seine Departmental Council
-
Prefect of Haute-Loire, Savoie, Alpes-Maritimes, Corsica, Brittany, and the Provence-Alpes-Côte d’Azur region
Notably, he succeeded Mr. Pierre Dartout as Prefect of the Provence-Alpes-Côte d’Azur region in 2020—Mr. Dartout having himself served as Monaco’s Minister of State prior to this transition.
In addition to his territorial roles, Mr. Mirmand has contributed to France’s central administration. His positions have included:
-
Deputy Director of General Administration and Finance at the Directorate-General of the National Police
-
Director of Territorial Administration
-
Secretary General of the Ministry of the Interior
He also played key roles on the supervisory boards of major French infrastructure entities, such as the Côte d’Azur Airports, Marseille-Provence Airport, and the Grand Port Maritime de Marseille-Fos.
In recognition of his service, Mr. Mirmand has been named an Officer of the Legion of Honour and an Officer of the National Order of Merit—two of France’s highest civilian distinctions.
Prior to his appointment in Monaco, he most recently served as Chief of Staff to the Minister of State for Overseas France, Mr. Manuel Valls.
As he assumes his new role in the Principality, Mr. Mirmand is expected to continue Monaco’s tradition of stable, effective governance with a strong emphasis on public service excellence and regional cooperation.
