5th Evaluation Cycle of GRECO: A Positive Review of Monaco’s Anti-Corruption Measures

June 21, 2024 – In a recent plenary session, the Group of States against Corruption (GRECO) adopted the evaluation report of Monaco for its 5th evaluation cycle. The report, focusing on the prevention of corruption and the promotion of integrity within central governments (high executive functions) and law enforcement services (police services), commends Monaco for the measures already taken and encourages the continuation of these efforts.

This comprehensive evaluation follows an extensive review process of Monaco’s anti-corruption regulations, which included an on-site visit by GRECO evaluators in November 2023. The Monegasque authorities had meticulously prepared for this evaluation over several months. The positive outcome reflects the quality of exchanges between Monaco and GRECO and the thoughtful consideration of the Principality’s specific context.

Monaco expressed satisfaction with the productive dialogues held with GRECO throughout the evaluation process. The 5th cycle report not only appreciates the measures already implemented but also provides recommendations for further improvements, particularly concerning high executive functions and law enforcement services.

Key Highlights from the Evaluation Report:

  • Anti-Corruption Regulations: Monaco has already put in place robust anti-corruption regulations at the governmental level.
  • Ethics Officer and Committee: An ethics officer has been appointed, and an ethics committee has been established to oversee integrity measures.
  • Risk Mapping: A comprehensive risk mapping has been conducted to identify and mitigate potential corruption risks.
  • Whistleblower Protection: A draft law to protect whistleblowers has been initiated, showcasing Monaco’s commitment to fostering a transparent and accountable environment.

The Monegasque authorities now have an 18-month period to present a progress report on the measures adopted to implement GRECO’s recommendations. This timeframe allows Monaco to further refine and enhance its anti-corruption strategies in line with the recommendations.
