Génération Monaco: A New Political Voice Emerging in the Principality

As Monaco navigates a rapidly changing world and faces new social, economic, and environmental challenges, a fresh political movement is taking shape. Génération Monaco, founded by a former National Council member, aims to reconnect citizens with public life and introduce a long-term, forward-looking vision for the Principality. In this in-depth interview, Marc Mourou reflects on his years of service, explains the motivations behind the movement, and outlines the priorities that will shape its political project.

TM: Marc, many Monegasques already know you for your role in the National Council between 2018 and 2023. What stood out to you the most during those years of service?

Marc Mourou: After serving a five-year mandate, I came to understand that, despite the challenges, politics can be one of the most rewarding vocations. It offers the unique opportunity to improve every aspect of our fellow citizens’ daily lives—from health and housing to education and the economy. To me, this responsibility must be carried out with passion, authenticity, and unwavering dedication.

Political engagement provides a comprehensive view of the issues facing the Principality and allows us to work directly on matters of national importance. It is an environment in which each of us can, in our own way, contribute to the common good and share our vision for Monaco’s future. Listening to Monegasques, understanding their needs, and helping them navigate their challenges was one of my strongest daily motivations during those years of service.

Why did you decide not to run again in 2023?
The 2018–2023 mandate was intense and highly productive, giving us the opportunity to work on numerous projects for Monaco. We contributed to the development of important public policies and ensured that the aspirations of our citizens remained at the center of the national agenda. However, the landscape shifted at the end of the term with the sudden formation of a coalition of all three political parties in the assembly. Many members of parliament no longer felt represented, and the conditions were no longer aligned with our values or objectives. As a result, some of us chose not to run again in 2023. Instead, we decided to look ahead and begin shaping a completely new project for the future of Monegasques.

At what point did you feel that creating a new political movement had become necessary?
The results of the February 2023 election were a decisive turning point. The historically high abstention rate—43%, the highest in the past 30 years—confirmed our belief that many Monegasques no longer felt represented by the political options available to them. The following year, marked by internal conflicts and broken commitments within the National Council, only reinforced this impression.

Yet despite this disengagement, Monegasques remain deeply attached to their country and acutely aware of the challenges ahead. This is precisely why we created Génération Monaco well ahead of the next electoral cycle: to help revitalise political life and offer our fellow citizens a truly new and constructive alternative.

What does the Principality represent to you, as a young and engaged Monegasque?
Monaco is always associated with safety, political stability, and beautiful landscapes. For me, the Principality represents both a home and a responsibility. It is a place of unique identity, heritage, and opportunity, where each of us can contribute to the common good. Monaco embodies a strong sense of community, civic pride, and shared values, and it challenges us to think creatively about the future. I believe that being part of its life means actively participating in shaping a society that is inclusive, forward-looking, and capable of meeting tomorrow’s challenges while preserving what makes it unique.

How did the idea for Generation Monaco come about?
With the support of loyal and committed colleagues, I decided to create Génération Monaco to begin preparing—well in advance—the project we intend to present to Monegasques in the next elections. The typical political process in Monaco is revealing: parties are often formed only three to six months before the vote and end up merging with other groups simply to secure a full list of 24 candidates.

We have chosen a completely different path. Instead of rushing at the last minute, we are engaging directly with citizens, listening to their expectations, and understanding their needs. Our goal is to work alongside Monegasques to build, long in advance, a realistic and achievable program that reflects our shared values and responds to the issues that matter most to them.

What was the reaction of the Monegasque people when the movement was launched?
Génération Monaco has been met with remarkable enthusiasm since its official launch. Our inaugural event drew more than 300 attendees and received significant media coverage, reflecting strong public interest. Subsequent gatherings were also full, and many Monegasques have since expressed their desire to join the movement, whether as members or volunteers. The response has clearly demonstrated a genuine appetite for renewed political engagement.

Why did you choose the name Generation Monaco? In a few words, how would you describe its vision and core values?
We chose the name Génération Monaco because our movement is built for—and with—all generations of our country. Our goal is to transcend traditional divides by bringing together Monegasques of all ages and backgrounds who share a common set of values. These include transparency, commitment to the common good, and the desire to pass on a sense of public service to future generations.

Our vision is to drive a genuine renewal of Monaco’s political landscape. This means encouraging the involvement of younger Monegasques, while also welcoming older citizens who may not have participated in political life before and now wish to contribute their time and experience to the country.

What are the key priorities you wish to promote within the Principality?
Our ambition is to address all the themes and challenges facing Monegasque society. However, three priorities stand out as particularly urgent today: healthcare, attractiveness, and education.

Healthcare is a central concern. Ensuring timely access to medical services for Monaco’s residents must be a priority. Today, overcrowding in certain specialties—particularly pediatrics, gynecology, ENT, and dermatology—makes it nearly impossible to secure appointments within reasonable timeframes. This represents a major shift from what had long been one of Monaco’s strengths. In addition, many healthcare professionals no longer have the time to properly follow up with their patients. We need to restore the human dimension of medical care by enabling practitioners to reconnect with their patients and ensure immediate, meaningful follow-up.

Attractiveness is another major strategic issue for the Principality. As a cross-cutting theme, it will shape Monaco’s future development. We must clearly identify our strengths, choose our priorities wisely, and acknowledge that Monaco cannot—nor should it—try to replicate Dubai or Singapore in every respect. Instead, we should leverage the unique qualities that make us stand out. Diversifying our revenue streams is an urgent necessity; we cannot afford to rely solely on our existing assets, no matter how significant they may be.

Finally, education is essential to ensure that our young people flourish and are well prepared to build Monaco’s future. While we are proud of their exceptional baccalaureate results—97% to 99% pass rates with 80% honors—we must also recognise that the exam has lost some of its value and that new challenges are emerging. How many students are admitted to the schools and universities of their choice? What paths do they follow afterward? And most importantly, what professional opportunities await them when they return to Monaco?

Regarding schooling, even though the baccalaureate is a French diploma, Monaco is a sovereign state and can offer a more balanced educational rhythm. We could draw inspiration from Anglo-Saxon and Scandinavian systems, where shorter school days are complemented by extracurricular activities organised by the school—sports, music, arts, and more. This approach would support both the personal development and wellbeing of our children, helping them cultivate their skills and reach their full potential.

One of the movement’s pillars seems to be youth and transmission. How does Generation Monaco aim to restore confidence and create opportunities for young Monegasques?
At its core, Génération Monaco is built on empowering youth and fostering intergenerational transmission. What is particularly encouraging is the strong interest young Monegasques show in public affairs. They are deeply attached to their country and fully aware of the new challenges it faces. They want to embody values through their own actions and initiatives, and their engagement already takes many forms. Young Monegasques are motivated, ambitious, and ready to participate seriously and dynamically in public life.

We aim to harness this energy by creating meaningful opportunities for youth involvement—through public conferences and working groups—to restore confidence in political participation and ensure that young people have a real and active role in shaping the Monaco of tomorrow.

What is your vision for Monaco’s economic and environmental future?
Our vision for Monaco’s economic and environmental future is rooted in sustainable development and long-term resilience. Economically, we aim to diversify revenue streams, strengthen innovation, and support businesses that contribute to a dynamic, forward-looking economy while maintaining sound public financial management. We recognise Monaco’s unique strengths and want to leverage them to create opportunities that are both realistic and ambitious.
On the environmental front, we are committed to promoting initiatives that preserve Monaco’s natural resources, reduce its ecological footprint, and foster a greener, healthier urban environment. This includes supporting renewable energy, sustainable mobility, and policies that encourage responsible development. By integrating economic growth with environmental stewardship, Monaco can ensure a prosperous and sustainable future for current and future generations.

If you had to summarize the spirit of Generation Monaco in one sentence, what would it be?
“The best way to predict the future is to create it.”

What message would you like to share with Monegasques and residents who are just discovering you?
To all Monegasques and residents discovering Génération Monaco, I would say: we are here to listen, engage, and build together. Our movement is committed to creating a political space that reflects the values, aspirations, and everyday concerns of our community. We invite you to attend our events, share your ideas, and contribute to shaping Monaco’s future. Together, we can bring new energy, fresh perspectives, and meaningful solutions to the challenges our Principality faces.

What are the next major steps for Generation Monaco in the coming months?
In the coming months, Génération Monaco is preparing a series of significant initiatives to engage directly with citizens. We will continue to host conferences every two months, bringing together Monegasques and experts from key sectors of society—health, attractiveness, environment, digital innovation, sports, and more. These events are designed not only to share knowledge but also to explore the challenges Monaco will face over the next 5, 10, and 15 years, offering attendees the opportunity to ask questions and engage in meaningful dialogue.

In addition, we have launched open working groups where citizens can contribute directly. These groups allow participants to conduct in-depth analyses, develop proposals, and share observations on issues that matter most to Monaco. The insights gathered will play a central role in shaping a practical and impactful political program for the country. Everyone is welcome to join, collaborate, and help build a shared vision for Monaco’s future.

How do you see Generation Monaco evolving in the next few years?
Looking ahead, Génération Monaco aims to continue delivering meaningful events and initiatives for Monegasques and residents, while maintaining a strong presence on the ground through concrete actions. Our membership is steadily growing, and we are committed to bringing together as many Monegasques as possible around this shared vision. Over the next few years, we aspire to strengthen our community, deepen citizen engagement, and continue building a movement that truly reflects the values and aspirations of Monaco’s people. Our goal is to grow as a strong political party with a real impact on the national landscape.

Who can become a member of Generation Monaco?
Membership in Génération Monaco is open to anyone who wishes to get involved. While the large majority of our members are Monegasques, reflecting the size and nature of our community, we also welcome a small number of residents and workers who are committed to contributing to the Principality’s development.

What are the steps for someone who wants to join or get involved with the movement?
Getting involved with Génération Monaco is simple. Interested individuals are welcome to attend our conferences or join our working groups, where they can contribute ideas and participate in discussions. Alternatively, they can contact us directly to arrange a meeting. We look forward to exchanging ideas, collaborating on new projects, and working together to shape the future of Monaco. Viva Munegu!
