Monaco Unveils “Renaturing the City” Vision to Build a Greener and More Climate-Resilient Future

As climate change continues to reshape cities around the world, Monaco is placing nature at the centre of its future urban development. The Prince’s Government has unveiled “Renaturing the City”, an ambitious long-term strategy designed to transform one of the world’s most densely populated urban environments into a greener, more resilient and more liveable Principality.

Developed with the support of internationally recognised landscape architecture practice Grant Associates, the strategic framework establishes guiding principles that will shape Monaco’s future planning and development projects. The initiative seeks to strengthen the Principality’s resilience to climate change while enhancing biodiversity, improving public spaces and ensuring a high quality of life for future generations.

Presenting the vision, Christophe Mirmand, Monaco’s Minister of State, emphasised the importance of preparing the Principality for the environmental challenges ahead.

“In a vertical city as densely urbanised as ours, one of our foremost responsibilities is to plan the city of tomorrow while addressing challenges such as urban heat islands, so that the people of Monaco can continue to enjoy a high quality of life as the effects of climate change intensify,” he said. “This is essential not only for the Principality’s attractiveness, but also for public health and social well-being.”

Rather than serving as a standalone environmental programme, Renaturing the City is intended to become a guiding philosophy integrated into every stage of future public development. From the earliest design concepts, projects will increasingly incorporate green spaces, climate comfort, landscape quality and public accessibility, creating urban environments that are both more sustainable and more enjoyable to experience.

Céline Caron-Dagioni, Minister of Public Works, the Environment and Urban Development, explained that the initiative is already influencing the way new infrastructure projects are conceived.

“This approach guides us from the very beginning of every project we undertake, including public infrastructure where technical constraints have traditionally resulted in highly mineral spaces,” she said. “Today, we are rethinking these environments to integrate more nature, demonstrating that natural features and operational requirements are entirely compatible. At the same time, we want pedestrians moving through Monaco to continue enjoying the Principality’s exceptional views over the Mediterranean, keeping the blue horizon at the heart of the urban experience.”

The strategy reflects Monaco’s broader commitment to sustainable development, balancing continued urban growth with environmental responsibility in a territory where space remains one of its most valuable resources.

The Prince’s Government has also launched a dedicated online platform featuring a presentation video, the complete strategic framework and supporting documents, offering residents and visitors a closer look at the principles that will guide Monaco’s transformation in the years ahead.
